Following his graduation from Saint- Benoit French Highschool, he studied Economics in Louis Pasteur University in France. He graduated from Istanbul University Business Administration Department in 1976. He worked as a Personnel Manager in Fondpearl Company. He founded Personnel Department in an enterprise which used to be responsible for import and export of Chinese food products. Then, he worked as a Communications Coordinator in Set Group Holding. He also took part in reorganizational activities in a cement and concrete producing company within the Cements Français Group. He worked as a Personnel Manager in Carrefour and organized Human Resources Department of this company. Following this experience, he worked as Human Resources Manager in Kale A.Ş. and gave trainings on topics such as Transition From Family Business to Institutionalization, Total Quality Management. He led all legal procedures by Labor Law, SSK and Ministry of Labor.
Öztürk also worked as Human Resources Manager in Turkon A.Ş. within Kaşif Kalkavan Group and was responsible for all recruitment and wage management activities. He organized Organizational Handbook of the company and role profiles of the positions. He worked as Human Resources Manager in Exel A.Ş. and put Hay Job Evaluation and Scaling Method into practice. He also brought ISO 9001-2000 certificate into the company.
